MINUTES OF MOUNT VERNON HISTORIC PRESERVATION COMMISSION

November 12, 2025

The Historic Preservation Commission met at the Mount Vernon City Hall on Wednesday, November 12, 2025 at 7:00 p.m. Commission members present were Randy Brown, Mary Evans, Mike Guerber, Duane Eash, Sherry Brayton, and Guy Booth. There were no guests present.

The Minutes of the meeting of November 1, 2025, as amended, were approved.

A design review application was pending before the Commission. The design review is for two windows at the building located at 106 1st St SW, Mount Vernon. This is in the commercial historic district. The application submitted by Nanette Rambo identified two windows that needed to be replaced on the second floor of the building. The windows had lost their integrity regarding leakage, both of precipitation and cold air. The windows will replace vinyl windows that had been installed approximately 40 years ago. Ms. Rambo was not present for the meeting, but had submitted the specifications of the windows which are being installed by T&T Remodeling, LLC.

There was brief discussion regarding the history of the building and the possible

installation of the current windows following a fire in the 1980’s. There was not a sample of the actual product, but the specifications and the pictures that were presented indicated that these were a good quality window that is being put in. Upon motion by Mike Guerber, seconded by Duane Eash, the motion for approval based upon no material effect was approved unanimously. Sue will submit the certificate of no material effect to City Hall.

Informal discussion was held regarding a question raised by Duane as to what enforcement authority does HPC have if the plan set forth in the application for a certificate of appropriateness are not followed.

This question may be forwarded to the City Administrator and Zoning Administrator to see how the certificate that has been granted is completed pursuant to the plans presented to HPC.

Randy Brown reported on the meeting he and Sue had with CDG on November 12. They discussed the proposed design guidelines. CDG feels the use of the guidelines may be helpful for people in the community and provided a good reception to Sue and Randy. We will be determining the date of our public hearing on the guidelines. It will be either December 11 or

12. We will need to know when the representative of JMT will be available.

There being no further business, the meeting adjourned at 7:30 p.m.
